Constant supports Rousseau's principle of popular sovereignty but rejects its absolute character by limiting its scope and defending the need for a system of individual rights. The need to limit the scope of political power is ultimately explained by Constant's substantially negative conception of politics: this has no other purpose than to process the inevitable conflicts in society.
