Resumen
El concepto de gobierno abierto adquirió un fuerte ímpetu como iniciativa política debido a un doble proceso: el denominado Memorándum de Obama, y el establecimiento de la Alianza para el Gobierno Abierto. Ambos procesos identifican un conjunto de principios y valores que aspiran a establecer un Estado más efectivo y democrático. La Argentina es miembro de AGA desde 2012 y ha incorporado la agenda de GA a través de cuatro Planes de Acción. En este artículo, analizamos la forma en que se definió la agenda de GA y discutimos los conteni-dos de los Planes de Acción adoptados por la Argentina. Concluimos con algunas consideraciones generales y una propuesta de estudios futuros sobre esta temática.
The concept of open government gained currency as a political initiative due to a double process: the Obama Memorandum and the establishment of the Open Government Partnership. Both developments identified a series of principles and values that aim at establishing a more effective and democratic state. Argentina is a member of OGP since 2012, and it has embraced the open government agenda by adopting four national Plans of Action.In this article we analyze the ways in which the agenda of open government was defined and we also discuss the contents of the Argentinian Plans of Action. We conclude with some general considerations and a proposal for future research about these issues.
