Resumen
¿Qué ha significado el 11-S para la seguridad internacional? La amenaza terrorista modificó las características de las amenazas transnacionales y generó oportunidades de políticas rigurosas basadas en el miedo. Las diversas estrategias de seguridad aplicadas por las tres administraciones suscitaron la formulación de un proceso de securitización en torno a la lucha contra el terror; de ahí que el narcotráfico, las migraciones, entre otros factores, fueran elevados a la agenda de seguridad. De esta manera, el interrogante por dilucidar plantea: ¿Cómo interactúan las amenazas que forman y articulan la agenda de seguridad de los Estados Unidos? Buscamos responder a nuestro interrogante señalando la implementación de un trinomio de seguridad con relación a los factores: terrorismo-migraciones-narcotráfico. Para ello, utilizaremos las herramientas que nos brindan el constructivismo y la teoría de los complejos de seguridad. The terrorist threat modified the characteristics of transnational threats, generating opportunities for rigorous policies based on fear. The various security strategies applied by the three administrations caused the formulation of a securitization process around the fight against terror; hence drug trafficking, migration, among other factors, were elevated to the security agenda. In this way, the question to be clarified rises: How do the threats that form and articulate the United States security agenda interact? We seek to answer our question by pointing out the implementation of a security trinomial in relation to the factors: terrorism-migrations-drug trafficking. For this we will use the tools that Constructivism and the theory of Security Complexes provide us.
