Resumen
Resumen: El presente estudio se centra en la alineación del Programa de Saneamiento Ambiental de la cuenca del Río Reconquista Préstamo BID 3256/OCAR), con los Objetivos de Desarrollo Sostenible (ODS) de la Agenda 2030. Aunque las acciones llevadas a cabo por el Comité de Cuenca del Río Reconquista contribuyen significativamente a estos objetivos, se identifica una falta de documentación y reconocimiento de su impacto en los ODS. El análisis incluyó la revisión de antecedentes, búsqueda de compromisos gubernamentales e identificación de proyectos financiados por el Banco Interamericano de Desarrollo (BID), y su categorización según las dimensiones de los ODS.
Se desarrolló y validó una matriz de relacionamiento, a fin de mejorar la rendición de cuentas ante organismos nacionales e internacionales. La matriz de relacionamiento permitió visualizar qué acciones se están realizando en materia de ODS y cuáles objetivos están siendo más trabajados o se encuentran postergados, y desde allí evaluar si efectivamente las acciones llevadas a cabo son conducentes a las prioridades de la institución.
Se reconoció que los indicadores globales no son adecuados para ser aplicados a escala regional (cuenca hidrográfica). Se sugirió la elaboración de indicadores propios factibles de ser desarrollados y aplicados por los técnicos de la institución.
Abstract: The study focuses on the alignment of the Reconquista River Sanitation Program (IDB loan 3256/OC-AR), with the Sustainable Development Goals (SDGs) of the 2030 Agenda. Although the actions carried out by the Reconquista River Basin Committee contribute significantly to these goals, a lack of documentation and recognition of its impact on the SDGs is identified. The analysis included a background review, search for government commitments and identification of projects financed by the Inter-American Development Bank (IDB), which were categorized according to the dimensions of the SDGs. A relationship matrix was developed and validated in order to improve accountability to national and international organizations. The relationship matrix made it possible to visualize what actions are being carried out regarding SDGs and which goals are being worked on more or are being postponed, and from there, evaluate whether the actions carried out are actually conducive to the priorities of the institution. It was recognized that global indicators are not suitable to be applied at a regional (hydrographic basin) scale. The development of own indicators that could be developed and applied by the institution’s technicians was suggested.
